Best started early in pots about 30 days before your last frost in the spring. You will get better germination results if you cold treat for 30 days by placing 1/4 cup of sand, peat, or potting soil in a baggie and adding one packet of seeds and one tablespoon of water. Place this baggie in your refrigerator (not your freezer) for 30 day. When starting in pots Cleome prefers dark to germinate so lightly cover with approximately 1/4" of potting mix.

If you live in zones 3-7 you can direct sow these outdoors in late fall after your first hard freeze. Sow them in a spot that gets sun in the winter and lightly cover with soil.
